The program was developed by the Maglan Alumni Foundation in collaboration with educational professionals and supported by leading Israeli organizations from the business sector. The City on the Rise program provides long-term mentorship for students in grades 10-12, from participating schools, over a period of three years.
The program is operated in collaboration with municipalities and schools, under the guidance and support of the IDF Personnel Directorate.
The program includes about 20 sessions per year per group of students, along with special events, field trips, and pre-military preparation days.

The sessions with the students take place at the schools in the mornings, in classrooms, during school hours.
The business organizations supporting the program actively participate as well, taking part in training sessions, special events, and the delivery of tools and skill-building activities.

The active Maglan Unit is involved in sessions that focus on skill-building, leadership, inspiration, and motivation through soldier meetups, training sessions, workshops, and participation in special events both at the Unit and in Kiryat Malakhi.

Students in the program commit to a full year of activity, totaling approximately 160 volunteer hours, from September until the end of June of the following year.
Students in the program receive a scholarship covering tuition for one academic year (approximately 12,000 ILS). In return, students commit approximately 160 volunteer hours, from September until the end of June of the following year.

Assistance with retaking multiple cognitive aptitude tests (DAPAR) to help improve scores and secure better placement.
Close collaboration with the IDF Personnel Directorate, providing three years of mentorship to pre-enlistment youth, alongside individual feedback to the Personnel Directorate team to identify highly motivated candidates for meaningful service in the IDF.
